Davis, Agnor, Rapaport & Skalny, LLC (DARS) advised a Downtown Columbia landowner in their property sale to Howard County Government, for the purpose of developing The New Cultural Center (NCC), a $68 million arts and culture hub.

The NCC project will include a new home for Toby’s Dinner Theatre, two other theater spaces, an art gallery, dance studio, and art classrooms, in addition to 174 residential units as part of mixed-income housing called Artists Flats.
